PREVENTION PREVENTION PROGRAM OF KAUNAS LOPŠELIS-HARVEST "STEP" 2019–2021

I. GENERAL PROVISIONS

1. The purpose of the Corruption Prevention Program (hereinafter referred to as “the Program”) of Kaunas Nursery Kindergarten “Žingsnelis” (hereinafter referred to as “the School”) is to ensure long-term, efficient and targeted prevention and control of corruption in the institution, more transparent and effective school activities.

2. The program has been prepared in accordance with the Law on Corruption Prevention of the Republic of Lithuania, the National Anti-Corruption Program of the Republic of Lithuania for 2015-2025, and the Kaunas City Municipality Corruption Prevention Program for 2015–2017.

3. Key terms used in the program:

3.1. corruption-related offenses - bribery, impact trading, bribery, other criminal offenses if committed in the public administration sector or in the provision of public services for the benefit of yourself or others: abuse of office or misuse of powers, misuse of authority, forgery of documents or measuring instruments, fraud, misappropriation or misappropriation of property, disclosure of professional secrecy, disclosure of trade secrets, misreporting of revenue, profits or assets, legalization of money or property derived from criminal activities, interference with the activities of a public servant or public administration or other criminal offenses; such acts seek or require the bribery, bribery or concealment or disguise of bribery or bribery;

3.2. Prevention of Corruption - Disclosure and elimination of the causes, conditions of corruption in the framing and implementation of a system of certain measures, as well as the impact on individuals in order to deter corruption.

4. The program is based on the anti-corruption measures established by legal acts, anti-corruption education and information of the community of the institution, cooperation with social partners in order to implement the prevention of this negative social phenomenon in a complex way.



II. SITUATION ANALYSIS

5. Kindergarten-kindergarten “Steps” in its activities is guided by the Constitution of the Republic of Lithuania, the United Nations Convention on the Rights of the Child, the Laws of the Republic of Lithuania on Education and Other Laws of the Government of the Republic of Lithuania, legal acts of the Ministry of Education, Science and Sports of the Republic of Lithuania acts, other legal acts, body regulations and rules of procedure.

6. The person responsible for the prevention and control of corruption is appointed by order of the head of the school.

7. Public Procurement shall be conducted in accordance with the Law on Public Procurement of the Republic of Lithuania approved by the School Description of Low Value Procurement Procedure and approved by the School Procurement Organization and Internal Control Rules. The website of the nursery school “Steps” publishes the annual procurement summary, the annual procurement report, the description of the low value procurement procedure and its amendments.

8. The Head of the Kindergarten reports annually to the School Council on the financial and financial activities of the institution. The community of the institution is informed annually about the use of funds.

9. The school manager's activity reports are presented annually to the mayor of Kaunas City Municipality. School activity reports are presented annually to the Teachers' Council, the School Council.

10. School leaders have made declarations of private interests.

11. Areas of school activity where there is a potential for corruption:

11.1. Procurement;

11.2. conflict of public and private interests;

11.3. illegal payments or other illegal payments for services rendered.

12. Without effective and targeted prevention of corruption, the potential consequences of corruption at school:

12.1. the quality of the services provided by the institution, the quality of economic and financial activities and the availability of services will deteriorate;

12.2. public confidence in the quality of services provided by nursery schools will decrease.



III. OBJECTIVES AND TASKS OF THE PROGRAM

13. Program Objectives:

13.1. to develop anti-corruption attitudes of the members of the community of the institution that do not endure the civil position of corruption and increase legal awareness;

13.2. to reduce and eliminate the preconditions of corruption in school.

14. Program objectives:

14.1. ensure transparent and efficient school activities, increase publicity and openness in public and administrative services;

14.2. to carry out the dissemination of anti-corruption education in the institution;

14.3. to promote intolerance to corruption phenomena;

14.4. to increase public confidence in the institution and its services.



IV. CRITERIA FOR ASSESSING THE OBJECTIVES AND TASKS OF THE PROGRAM

15. The performance of the program shall be assessed according to the following criteria:

15.1. change in the number of anonymous and official reports of possible corruption-related acts in the wish and comment log.

15.2. timely presentation of information on the school website.



V. ADMINISTRATION OF THE PROGRAM

17. Responsibility for organizing (co-ordinating) the program, providing methodological support and control within the competence is the responsibility of the head of the school and the responsible person appointed by the head of the school for the prevention of corruption.

18. The person responsible for the prevention of corruption has the right to receive the necessary information from the school administration, invite other employees to the meetings, has the right to receive information about the public procurements carried out, to attend meetings, to get explanations from the authors of the procurement documents.

19. The implementation of specific program measures is the responsibility of the operators identified in the Action Plan.

20. The responsible person appointed by the head of the school for the prevention of corruption shall provide the head of the school with information on the progress of the measures and the results achieved on a quarterly basis (by the 10th of the following month) and submit a report on the implementation of the program by the end of the year.



VI. FINAL PROVISIONS

21. The program shall be implemented in accordance with the program implementation measures plan. The program is approved and updated by order of the head of the school.

22. At the beginning of each year (by the end of the first quarter), the responsible person designated for corruption prevention shall publish a report on the implementation of the program approved by the head of the school on the school's website.

23. School staff, other persons may submit suggestions to the head of the school regarding the program, change of plan and / or supplementation.

24. Subject to changes in anti-corruption legislation, findings of competent authorities and persons, recommendations, annual report of the head of the school, survey results, other relevant information, the program and program implementation measures plan may be amended.

25. The program is published on the school's website.
