                                                              PRE-SCHOOL PROGRAMS, SIZE DETERMINATION, AND
                                                                            APPROVAL OF PAYMENT PROCEDURE

                                                                                                Kaunas

Pursuant to Article 6 (8) of the Law on Local Self-Government of the Republic of Lithuania,
Article 16 (2), points 18 and 37 and Article 18 (1), of the Republic of Lithuania on education
Paragraph 11 of Article 70 of the Law, Kaunas City Municipality Council shall:

1. Approve salary for children educated under preschool and / or preschool
curriculum, retention, and description of payment procedures (attached).

2. To declare null and void Kaunas City Municipality Council Resolution No. February 23,.
See decision no. T-83 'On the amount of remuneration for children in pre-school and / or pre-school education
curriculum, maintenance determination, and payment procedure approval ”with everyone
changes and additions.

3. This Decision shall enter into force in 2020. January 1st.

      DESCRIPTION OF THE DETERMINATION AND PAYMENT PROCEDURE FOR CHILDREN IN PRE-SCHOOL AND / OR PRE-SCHOOL PROGRAMS


SECTION I
GENERAL PROVISIONS

1. The Description of the Procedure for Determining and Paying the Salary for Children Enrolled in Preschool and / or Pre-primary Education Programs (hereinafter - the Description) regulates the remuneration for children educated in Kaunas City Municipality ) in accordance with the pre-school and / or pre-primary education programs, the conditions and procedure for determining the amount of maintenance, application of the benefits and submission of the necessary documents, payment of remuneration.
2. The Description is prepared in accordance with the Law on Local Self-Government of the Republic of Lithuania, the Law on Education of the Republic of Lithuania and other legal acts.
3. According to the Description, a child is considered to have only one parent when the other parent: deceased, not listed on the child's birth certificate, declared missing by the court, recognized by the court as incapacitated, serving a sentence in custody, one parent temporarily or for an indefinite period of authority, the parents are divorced and the child lives with one of the parents where the child's habitual residence is determined by court order with one of the parents of the child (hereinafter referred to as "the sole parent of the child").
The terms used in this Description are those used in the Education Law of the Republic of Lithuania.


CHAPTER II
DETERMINATION OF REMUNERATION AMOUNT

4. The remuneration for the maintenance of children in pre-school education shall be the remuneration for the meals.
5. The remuneration of children in pre-school education shall consist of remuneration for meals and fees for:
5.1. food remuneration - the amount of the child's daily food price determined by a separate decision of the Municipal Council;

5.2. salary for education - for school maintenance purposes, t. y. expenditure on the provision of education facilities, general education, payment for educational services, acquisition of property, staff salaries and social security charges. The amount of this fee is set at EUR 9,20 for each unpaid day in which a child is present or not.


CHAPTER III
APPLICATION OF PREFERENCES AND SUBMISSION OF CERTIFICATES

6. In cases where both parents (adoptive parents, guardians) and the only child's father (adoptive parent, guardian) have declared their place of residence in Kaunas, they shall be exempt from payment of the salary specified in item 4, 5.1 and 5.2 if the parents (adoptive parents, guardians) the social benefit under the Law on Cash Social Assistance to the Deprived Persons and other legal acts, submits the application and the responsible employee of the school confirms it by extracting from the database of the information system “Support” of the municipal unit administering the support.
7. The responsible employee of the school shall monitor the granting (non-granting) of the social allowance to persons on a quarterly basis. Having identified any discrepancies between the municipal administration administering the grant and the data provided by the parents, the school, taking into account the latest information provided by the municipal administration administering the grant, shall make a decision regarding the recalculation and / or termination of the parental benefit.
8. The following benefits shall be provided from the budget of the municipality:
8.1. when the declared place of residence of both parents (adoptive parents, guardians) is in Kaunas city, a discount of EUR 8.62 shall be applied from the salary specified in item 5.2 of the Description;
8.2. as soon as the declared place of residence of one of the two parents (adoptive parents, guardians) is in the city of Kaunas, the benefit of EUR 4.31 shall be applied from the salary specified in item 5.2 of the Description;
8.3. 50% discount from the salary specified in item 4 and 5.1 of the Description, and a discount of 8,91 EUR from the amount specified in item 5.2 of the Description, when:
8.3.1. the declared place of residence of the only child's father is in Kaunas;
8.3.2. the place of residence of both parents (adoptive parents, guardians) raising and / or guarding children of three (caring for three) and children under general education programs in general education schools is declared in Kaunas city;
8.3.3. both parents (adoptive parents, guardians) declared their place of residence in Kaunas and persons living jointly within the meaning of the Republic of Lithuania Law on Cash Social Assistance for the Deprived have an average monthly income per person less than 1.5 in the last 3 months amount of supported income;

8.3.4. temporary or permanent custody of the child, if the place of residence declared by the guardian (when only one person is appointed as the guardian of the child) or both guardians (family of the child's guardian) in Kaunas;
8.3.5. disability, significant developmental (physical, cognitive, behavioral and emotional, social) and / or health disorders and the place of residence of both parents (adoptive parents) have been declared in the city of Kaunas for the child whose education is paid for;
8.3.6. the place of residence of both parents (adoptive parents) is declared in Kaunas city and one of the parents (adoptive parents) is studying under the bachelor's, bachelor's, master's, doctoral and residency study programs of basic education, secondary education, vocational education, full-time or part-time February and September).
9. Only one benefit may be granted at a time. The parents (adoptive parents, guardians) must select and specify it in their application and, if necessary, submit supporting documents for the benefit.
10. The parents (adoptive parents, guardians) of children in pre-school and pre-school programs shall not pay the salary referred to in item 4, 5.1 and 5.2 if the child does not attend school in the following cases:
10.1. due to illness - on the first day (after illness) of bringing the child to school and submitting a written explanation from the parents (adoptive parents, guardians);
10.2. during the annual leave of parents (adoptive parents, guardians) upon application and certificate of employment;
10.3. at least one week during the summer vacation (June-August) upon request;
10.4. during maternity leave (maternity leave, caregiver) upon request and a copy of a certificate from the medical institution or a certificate from the workplace regarding the granted maternity leave;

10.5. during unpaid leave or downtime of parents (adoptive parents, guardians) upon application and certificate of employment;
10.6. if parents (adoptive parents, guardians) work according to a variable work schedule, providing work schedules and certificates from the workplace;
10.7. due to extreme events or air temperature below -20ºC;
10.8. when the school closes due to repair work, quarantine, a declared epidemic;
10.9. in cases of family disaster (death of relatives, etc.) - not more than three days. 11. Parents (adoptive parents, guardians) who carry out activities under a business license or certificate of self-employment shall not pay any remuneration in the cases specified in sub-clauses 10.2, 10.5 and 10.6 if they submit the supporting documents themselves.

12. The parents (adoptive parents, guardians) shall submit the documents required to obtain the allowance referred to in Paragraphs 4, 5.1 and 5.2, together with the application for the allowance, at the time of admission or not later than one month after the change of circumstances. They shall be responsible for the accuracy of the documents submitted. The documents accompanying the application must be issued at least 30 calendar days before the date of application. The reduction shall apply from the following month, when the basis for the reduction applies. If the parents (adoptive parents, guardians) fail to submit the required documents in due time, the remuneration is calculated without the benefit. Parents (adoptive parents, guardians) must inform the school about the change of the declared place and other information that may affect the ineligibility not later than within 5 working days after the change of circumstances, but not later than by the last working day of the month. The relief shall not apply from the date on which the benefit ceases to apply. The School shall make a decision regarding the recalculation and / or termination of the benefit granted to parents and in such case, if it receives data on the change and / or disappearance of the circumstances that have affected the application of the benefit.
13. For parents (adoptive parents, guardians) whose child is of pre-school age, the salary shall be reduced accordingly when the child is provided with free meals in accordance with the procedure established by the Municipal Council.


CHAPTER IV
PAYMENT OF REMUNERATION

14. The salary is calculated for the previous month and must be paid by the 20th of the month.
15. If, for unjustified reasons, the salary is not paid for more than two months, the principal of the school shall have the right to remove the child from the school, but not earlier than 15 calendar days after the parent's parents (foster parents).
16. Remuneration debts from parents (adoptive parents, guardians) shall be recovered in accordance with the procedure established by legal acts of the Republic of Lithuania.

SECTION V
FINAL PROVISIONS

17. The provisions of the inventory shall apply from 2020. 1 January. irrespective of when the training agreement is concluded with the child's parents (adoptive parents, guardians).
